City of Lebanon

A 29 year old man with no permanent address has been cited for Disorderly Conduct on 10-03-19 at 1723 hours on the 1100 block of Federal Street.

Brian Pagan-Rios a 26 year old Wernersville resident has been charged with Escape, Resisting Arrest and False Identification to Law Enforcement after an incident on 9-28-19 at 0218 hours on the 800 block of Water Street. Police were investigating a reported domestic incident and allege Pagan provided a name other than his own during this investigation. When police attempted to detain him for the false identification, Pagan fled on foot only to be apprehended a short distance from the incident location. He then resisted efforts by police to be handcuffed. After secured he was transported to LCCB and arraigned before MDJ Anthony Verna. He was incarcerated at LCCF in lieu of $25,000 bail.

Steven Oropeza a 37 year old Lebanon resident has been charged with a violation of a Protection From Abuse Order on 9-27-19 at 1431 hours at Lebanon Village Apartments. Oropeza is accused of attempting to contact the victim by knocking on the door to her resident then texting her when she did not answer the door. He was apprehended and transported to LCCB. He was arraigned before MDJ Anthony Verna and incarcerated at LCCF in lieu of $15,000 bail. 

A charge of Retail Theft has been filed against a 41 year old Lebanon man after investigation into a theft which occurred on 9-05-19 at 1524 hours at 950 Church Street. He is accused of taking merchandise from the store. The total loss to the store is $50.00. 

Rene Laborde a 32 year old Lebanon resident has been charged with Possession With Intent to Deliver a Controlled Substance, Possession of a Designer Drug, Possession of Drug Paraphernalia, Driving While Operating Privilege is Suspended or Revoked and Period for Required Lighted Lamps on 9-29-19 at 2025 hours on the 800 block of Mifflin Street. During this same incident Casey Kresge a 28 year old Cornwall resident has been charged with Possession With Intent To Deliver a Controlled Substance, Possession of a Designer Drug, Possession of a Controlled Substance, Possession of Drug Paraphernalia, Resisting Arrest and Disorderly Conduct. Police stopped the vehicle being driven by Laborde for driving with no lights activated during a required period. Police observed the driver and passenger switching positions within the vehicle. Laborde does not possess a valid drivers license. They allege Laborde was the driver and switch seating with Kresge. Police observed what appeared to be a controlled substance or synthetic substance within the vehicle. Kresge resisted arrest having to be controlled by two officers. She was eventually taken into custody. Laborde was arrested without incident. A search of the vehicle revealed controlled substances and synthetic substances. Both Kresge and Laborde were transported to LCCB. They were arraigned before MDJ Maria Dissinger. Kresge was incarcerated at LCCF in lieu of $40,000 bail and Laborde incarcerated at LCCF in lieu of $25,000 bail.  

A 62 year old Lebanon woman has been cited for Disorderly Conduct on 10-02-19 at 2101 hours on the 900 block of Cumberland Street.

Charges of Driving Under the Influence of Alcohol, Accidents Involving Damage to Unattended Vehicle or Property and Careless Driving have been filed against Josiah Koppenhaver a 36 year old Lebanon resident after investigation into a hit and run accident on 8-07-19 at 0237 hours at N. 4th and Spring Streets. Koppenhaver is accused of operating a vehicle while intoxicated, striking a street sign at N. Lincoln Ave. and Schneider Drive. Koppenhaver refused to submit to the blood alcohol test. 

Charges of Theft and Receiving Stolen Property have been filed against a 27 year old Lebanon woman after investigation into the theft which occurred on 9-16-19 at 2104 hours at 414 N. 7th Street. Avila is accused of taking several bottles of alcohol and a cell phone during the theft. Total loss of alcoholic beverages is $79.97 and the cell phone valued at $149.

A charge of Theft of Leased Property has been filed against Shawn Leedy, a 44 year old Jonestown man, after he is accused of failing to abide by the rental agreement on 8-10-19 on the 800 block of Cumberland Street. Total loss to the merchant is $764.70.    

East Hanover Township

This crash occurred on October 8 at 3:08am on Interstate 81 South at mile marker 85, East Hanover Township, Lebanon County. Operator 1 was traveling south in the left lane of Interstate 81 South in Unit 1, a 2018 Infiniti Q50. Operator 1 was traveling too fast for conditions and lost control of Unit 1 while attempting to change lanes. Operator 1’s identity was not included in the release. Unit 1 traversed off the right shoulder of Interstate 81 South, striking a PennDot mile post sign before traversing up an embankment and coming to final rest facing south. Unit 1 sustained mild damage to its front bumper at the 12 o’clock position as well as damage to its front and rear driver’s side doors at the 10 o’clock position as a result of this crash. Operator 1 sustained no injuries as a result of this crash. Operator 1 was cited with PA VC 3361 (Driving at Safe Speeds).

North Cornwall Township

Saturday, 09-21-2019  03:02 – traffic stop for a driver operating a vehicle in the middle of a roadway. An 18 year old Lebanon man was charged with DUI, Disregard traffic Lanes, Minor Prohibited from Operating a vehicle with Alcohol and Purchase Etc, Alcoholic Beverage by a minor. Charges not filed at time of publication.

North Londonderry Township

NLTPD filed charges against Aahron Wesley Bartram, a 32 year old Palmyra man, for an incident that occurred September 17 at 3:06pm. Bartram was stopped for speeding in a school zone. Bartram was clocked doing 32 mph in a 15 mph school zone. While on the traffic stop, Bartram was then investigated for DUI. BAC results showed Bartram BAC at the time of the traffic stop was .144%. Bartram was charged with DUI – high rate, special speed limitations, and driver’s required to be licensed. Bartram’s driver’s license had expired in November ’18.
