Charges of Driving Under the Influence of Alcohol, Accidents Involving Damage to Attended Vehicle or Property, Careless Driving and Recklessly Endangering Another Person have been filed against George Diggs a 63 year old Lebanon resident is accused of operating a vehicle on 10-24-19 at 1818 hours on the 200 block of Chestnut Street and to the 100 block of S. 2nd Street. While operating his vehicle, Diggs is alleged to have struck an occupied vehicle nearly making contact with the occupant as he was exiting the vehicle. Diggs drove away from the accident and was located on the 100 block of S. 2nd Street. The occupant of the struck vehicle was not injured. Police allege Diggs’ BAC was .279% at the time of the accident.

Luis Lopez-Rodriguez a 23 year old Lebanon resident has been charged with Simple Assault, Possession of a Designer Drug, Resisting Arrest and Disorderly Conduct after an incident on 10-29-19 at 1650 hours at 8th and Cumberland Streets. He was apprehended and transported to LCCB where he was arraigned before MDJ Kim Wolfe. He was incarcerated at LCCF in lieu of $50,000 bail. Lopez is accused of fighting with two other individuals and when confronted by police resisted arrest. Nathiel Ramos-Astacio a 19 year old Lebanon resident has been charged with Disorderly Conduct and Simple Assault and Ernesto Melendez a 21 year old Lebanon resident has been charged with Simple Assault, Disorderly Conduct and Possessing Instruments of Crime as a result of the same incident. Charges against Ramos and Melendez have been filed.

East Hanover Township

This crash occurred on Nov. 16 at 5:18 p.m. on Interstate 81 North at mile marker 85.5, East Hanover Township, Lebanon County. This crash occurred as both Unit’s 1 and 2, a 2014 Kia Forte driven by a 30-year-old Middletown woman and a 1999 Peterbuillt 379 driven by a 36-year-old Edmeston, NY man, were traveling north on Interstate 81 North. Operator 1 made an improper lane change, pulling Unit 1 directly into the travel path of Unit 2. As a result of Unit 1 pulling in front of Unit 2, Unit 1 was struck by Unit 2. Unit 1 sustained heavy and disabling damage to all areas of the vehicle and was towed from the scene by Porrini’s towing. Operator 1 was transported to Hershey Medical Center for further evaluation. Unit 2 sustained mild damage to its front passenger side bumper and a deflated front passenger side tire as a result of this crash and was able to be driven from the scene in its normal customary manner. Operator 2 sustained no injuries as a result of this crash.

Jackson Township

This crash occurred Nov. 14 at 4:38 p.m. on West Lincoln Avenue (State Route 422) just east of North Locust Street (State Route 645), Jackson Township, Lebanon County. This crash occurred as Operator 1 was traveling east on West Lincoln Avenue just east of North Locust Street and activated the right turn signal for Unit 1, a 2010 Chevrolet Camaro, traversing to the right shoulder while attempting to enter the Turkey Hill parking lot. Operator 1 was unable to successfully gain entrance into the parking lot and re-directed Unit 1 to the eastbound travel lane of West Lincoln Avenue, striking Unit 2, a 2008 Freightliner. Unit 1 sustained mild damage to its driver’s side fender at the 11 o’clock position and was able to be driven from the scene in its normal customary manner. Operator 1 sustained no injuries as a result of this crash and initially fled the scene due to a history of Post Traumatic Stress Disorder (PTSD). Unit 1 and Operator 1 were located by Witness 1 and upon speaking with Operator 1 he related to have initially fled due to his history of PTSD. Unit 2 sustained mild damage to its front passenger’s side bumper at the 1 o’clock position and was able to be driven from the scene in its normal customary manner. Operator 2 sustained no injuries as a result of this crash. Operator 1 was cited with PA VC 3334 (Turning Movements and Required Signals).

North Cornwall Township

Saturday, November 9, 2019 @ 18:22 hours. Police responded to a hit and run accident at 16th and Cumberland Street. A 55-year-old Lebanon woman was traveling east on Cumberland Street, in the center turning lane of 422. A vehicle pulled from the Napa lot, struck the woman’s vehicle and fled from the scene. Police were advised the striking vehicle fled the scene in an unknown direction of travel, other than it left from behind the Napa building. The fleeing vehicle description given; a tan in color, older model, four door, Buick sedan, with a male driver. No injuries were reported by the woman and her vehicle suffered severe damage and needed to be towed from the scene. If anyone has information on the fleeing vehicle, please contact the north Cornwall Township Police at 717-274-0464.

Saturday, November 9, 2019 @ 18:43 hours. While on the scene of a crash in the 1600 block of W. Cumberland Street, Police observed a yellow in color two door Mazda coupe, driven by a 62-year-old Lebanon man. The man attempted to pass stopped traffic in the eastbound lane of Cumberland Street at the red light at South 16th Street. The man appeared impatient, as traffic was backed up, due to a fire fighter directing traffic at the intersection. He attempted to pass on the shoulder, hit a curb, got stuck on the curb, accelerated, got off the curb and then was struck by a black in color Honda sedan. The Honda was driven by a 49-year-old Lebanon man who was being directed to yield a fire truck approaching the scene. The 62-year-old man completed a right-hand turn onto S. 16th Street and continued South. His vehicle sustained heavy front-end damage and was disabled. The 49-year-old man’s vehicle had moderate damage but was drivable. No injuries were reported at the scene.

Thursday, November 14, 2019 @ 1902 hours – S 22nd Street @ Walnut Street – a 24-year-old Lebanon woman was traveling north on S. 22nd St. between Chestnut and SR422. A Lebanon man was attempting a left turn from Walnut Street onto S. 22nd Street to travel north. He did not see the woman and struck the vehicle. Both vehicles were drivable, no injuries were reported.

North Lebanon Township

Aggravated Assault – Rachel Doud, a 34-year-old woman with no permanent address, was charged with aggravated assault, simple assault, and harassment as a result of an incident that occurred on Nov. 4, in the 1500 block of Weavertown Road.

Retail Theft – Sylvia Betz, a 67-year-old Lebanon woman, was charged with retail theft after an incident that occurred at the Lebanon Walmart on Nov. 8, 2019, after failing to pay for $336 worth of merchandise.

Retail Theft – Amy Buchanan, a 39-year-old Lebanon woman, was charged with retail theft, theft, and corruption of minors after an incident that occurred at the Lebanon Walmart on Nov. 1, 2019, after failing to pay for $429 worth of merchandise and also the theft of a grocery cart valued at $140.

Drug Possession – Ryan Crandall, a 32-year-old Lebanon man, was charged with possession of a controlled substance, drug paraphernalia, open lewdness, indecent exposure, and disorderly conduct after an incident that occurred on Nov. 10 at Stoever’s Dam.

Inhaling Toxic Substances – Duane Ferrell, a 30-year-old man with no permanent address, was charged with inhaling toxic substances, retail theft, and public drunkenness. The incident occurred at the Lebanon Walmart on Nov. 4, 2019. He failed to pay for merchandise valued at $24.85.

North Londonderry Township

On Nov. 16 at 10:48 p.m., a 29-year-old Palmyra woman was traveling west in the 900 block of Fir St. when, for an unknown reason, traveled into the oncoming lane of travel and struck a legally parked vehicle, owned by a Palmyra man, in front of a 900 block of Fir St. house. The woman, nor her two children were injured. Both vehicles required towing. The woman was cited for Careless Driving.
